TL;DR: The mention of REFEDS R&S by some was NOT intended to suggest a
new entity category identifying "academic" IDPs/institutions should be
defined.

Yes, if we were looking for the technical means how to express
membership in the (mythological) class of "academic" IDPs (or
institutions), a new entity categoriy would be the vehicle.

*But* I think we have heard several reasons why (a) focussing on the
SAML IDP (or even the institution) may not be useful, and (b) coming
up with a shared/common understanding of the membership criteria for
such a category is highly unlikely to happen.
