I still think it may be worth taking a stab at. Incidentally me and Ian
had a similar problem a few months back where we sorta needed a tag for
"national library" - probably much easier to draw a line around that.

Here are some possible definitions we could build an EC for:

(Wikipedia) Academic institution is an educational institution dedicated
to education and research, which grants academic degrees.

Extending that a bit to include post-graduate institutes etc we could
talk about the following straw-man:

The "academic" entity category may be applied to Identity Providers
that represent institutions which conduct graduate or post-graduate
research and education. This includes universities, university
colleges, research institutes and labs.

Let the beatings begin!
