Obviously no, that needs to be defined as another category.

But IMO it would be much more complex than R&S was. R&S category
authorises an SP is to allow access to some basic attributes. The new
category would authorise the IdP's users to get higher level access at
some (unknown) service providers. That's not what I'm too much willing
to be responsible as a fed-op.
