thats a fair question. my immediate response would have been that its
an eduGAIN service so they should maintain the service catalogue -
however,
eduGAIN should remain as lean as possible and they are just the
aggregation point - its the actual federations that know the SPs in
their federation
that are exported to eduGAIN...

which then leads us to the 'how' - the federations know the SPs - but
they shouldnt look after the service catalogue - it should be part of
the aggregation
process.

so, the federations could tag the SP entries with some internal SAML
attribute in their eduGAIN feed that can be digested by eduGAIN to
create a live
catalogue. best of both worlds.

so, with description, logo and a fairly limited set of SP--type tags
(to be determined) you have a pretty good rudimentary service
catalogue that can
be viewed, searched etc.

work to be done - devise the tags/categories, create the relevant
attribute, create the importer/ingester to local DB and finally the
web site (can be basic to start
with).
