Because the FOP wants to support its constituency as good as possible?

Because an IDP that is not participating in eduGAIN is Doing It Wrong?
(I.e., not supporting its own users properly)

The unusual take on how hierarchies do not HELP scale better aside,
it's the FOP that knows about eduGAIN and Interfederation and
everything else, and so is best positioned to support its community in
that?
