I see that Glenn has a point with his comment that there might be
scalability issues if the federation operator is contacted. Therefore, I
added some code that might mitigate that issue:

If there is a technical or administrative contact available for an IdP
in metadata, the isFederated check results now also shows a link like
"Contact technical contact (IT Departement) to make them aware of the
missing eduGAIN support". The links to the FOP helpdesk still are there
but are listed last. Also, there is a link to the FOP web page that
hopefully contains some information on how to get an organisation
eduGAIN-ready.

Btw. as you might have seen, we announced the tool on the REFEDS list
and the FIM4R list yesterday. So, it's now public but still in Beta
phase. Comments and suggestions for improvements are still welcome.
