Could you maybe elaborate a bit on that?

If an SP is going to be contacting the FO and asking that he/she contacts the IdP’s the SP wishes to use, it may kick off a three way conversation between all parties, this is fine if we expect one such SP at a time, but what if we have several?

I don’t know how busy other FO’s are, but we are pretty busy supporting our own national federation and can do without being involved in the communication chain between an SP in another federation and and IdP in ours, I see it as unnecessary overhead.
