Contacting the IdP operator directly is indeed an option too. The
reasoning behind the current approach (contacting the FO) is that the FO
most probably is more aware of:
* what eduGAIN is and how it works
* what is required for that organisation to get into eduGAIN

Contacting an IdP admin directly would have the advantage that their
motiviation to inform themselves about interfederation support is raised.

It's very easy to add this option. So, if this is requested, I can do that.
