and no.

The above lists the eduGAIN upstream feeds from member federations.
I interpret Niels' question to be about federations' eduGAIN-enabled
(downstream/ feeds, towards their members/constituency.

And Nicole was asking about the publishing practice statements that
would, for example, tell you how/where SURFconext or SWAMID
(re-)publish their metadata. Which would tell you e.g. whether they
have a seperate downstream feed for Interfederation entities (one
which IDPs and SPs would have to subscribe to) or whether everyone
consuming "local" federation metadata is also consuming
Interfederation entities.
(At least that's how I read Nicole's statement in this context.)

You're right that the M(D)RPS governing eduGAIN entities are already
linked from the eduGAIN technical status page (I'll ignore the
possibility that federations could have differing ones for non-eduGAIN
entities for now) and each entity itself hopefully lists its
RegistrationPolicy in the eponymous SAML metadata extension.
So M(D)RPS is covered, I think. Publication not really.
