There is no such official list that I know. I had the same problem
when creating the isFederatedCheck
(https://wiki.edugain.org/isFederatedCheck). There, you find now a
list of local metadata files or web pages where people can download
them (currently, you click on the "all known academic identity
federations") but I could make this relatively easy into a link.

Peter Schober once correctly noted that providing direct links to the
federation metadata files of national federations is not appreciated
by (some) federation operators because people should also be provided
with information how to validate the metadata files. Otherwise, they
are likely to just use the federation metadata unverified.

That's the reason isFederatedCheck offers in many cases not the direct
link to metadata files but to the web pages that provide further
information on how to get and validate metadata files.

Of course, one drawback of having nothing official is that someone has
to manually keep that list of metadata URLs up-to-date.
