Well, yes.

If you want to log in with such credentials locally AND have working eduroam elsewhere then you need to create 2 eduroam profiles in GPO. eg 'eduroam (oncampus)' and 'eduroam (offcampus)' (win7 and above can have 2 policies for same SSID) and have the offcampus one configured to use their correct username with @ in etc. Users will have to be educated with what to do as it won't be prepopulated etc.
