Great. We'll push this to production as fast as we can then.

That's what I come to realise now as well. It means that Apple
counteracts its own reference documentation (thanks much!). Their
reference states:
"Optional. If false, prevents the device from connecting directly to the
destination if the PAC file is unreachable. Default is true."
So much for the default. :-(
