Hi Glenn,

We have an opt-out policy regarding eduGAIN participation for French IdPs only.
SPs have to explicitely request their participation to eduGAIN (opt-in).

It made sense not to bring all SPs in eduGAIN because most SPs don't have international end users and also their eduGAIN-enabling requires a bit more effort than required by an IdP admin.

The same applies at the national level; we provide a "hosted federation" service that allows SPs and IdPs to form groups without overloading our national metadata file.

I know this was discussed in the context of discovery with DFN-AAI’a opt-out some time ago, but since the UK switch the problem is exacerbated.

Take for example Newcastle University, it has exposed 100 entities, most of which are used by Newcastle only. I feel that at this rate we are going the limits of our IdP metadata processing limits (whether Shibboleth IdP’s or otherwise) sooner than I considered during the DFN discussion.
