I’m in the process of setting up our Eduroam service at present, including adding walled garden access to our Guest Wi-Fi network to allow users to download the CAT tool without needing to log in.
I’ve tried the list of URLs provided from https://cat.eduroam.org/?lang=en but those alone don’t’ seem to be enough to allow the app to download from Play Store.
I tried putting the same traffic through my existing Wi-Fi proxy and saw that there’s another domain used for the delivery of apps called gvt1.com with a random string in front. Researching via the Aruba forums also suggests the same https://community.arubanetworks.com/t5/Security/2017-Google-Play-Store-URL-whitelist/td-p/284663
If you can replicate the same traffic it may be worth updating the guidance to include this additional domain for Android app downloads within a walled garden environment.
