we are aware that these things happen. As you state, we see it only on
some devices and only indeterministically. This makes it very hard to
trace. I've seen this working on the morning of one day and then not any
more on the same device and same day afternoon.

It is new information to me that this is specific for the Samsung builds
of Android.

Did you see it working deterministically on other Android devices? That
would be a clue; maybe it's Samsung's custom mods to stock Android that
get something wrong.

The other reports I've seen came from the the Czech Republic; but were
independent of the language chosen in the operating system. I'm still
suspecting some non-ASCII-makes-problems kind of issue but I can't
pinpoint my suspicion enough.

The much better workaround is: install the app, then go to
https://cat.eduroam.org with the system's built-in browser. Download the
configuration file from there. The file type and extension will make
sure(*) the device opens the file with the eduroam CAT app; then all the
discovery is not used at all.

For now, that's all I can say. If you find more supporting evidence, and
maybe anything that helps pinpointing this more deterministically then
that would be much appreciated.
