Yes, I’d avoid saying cheap :)

The GÉANT project objectives include delivery of a high capacity network
infrastructure providing R&E connectivity within and beyond Europe, and the
development and support for value add network services on top of that.

RARE is then just one subtask in that project. I believe one RARE objective
is to bring an open source, highly performant, routing platform with a rich
set of features that can be applied to many use cases while running on
commodity / white box hardware. I think that sort of language sounds better
than “cheap” :).
