I'd expect that only partitions 1 and 2 exist on a new device and they
can always be restored with a fresh "ONIE embed".

I understand. But this testing will also involve multiple ONIE
re-installs to get everything right. I would suggest to make the
dual-boot setup only once the BSP is fully supported, if that's ok :)
