Regarding the discovery at interfederated publishers:
Many, if not most, of the publishers configure today a mapping between the internal representation of the license agreement and one or more entityIDs and/or a set of attributes and values. As a by product of that configuration, they add the institution to their local discovery service.
For these, not much changes with interfederation. http://iopscience.iop.org is one such example. The adapted the wording from 'UK Federation' to institutional login recently. The login button still reads 'Login via Shibboleth' :-(

Is it better to move on to the REFEDS ML?

I specifically meant that discussing the current status quo of the
REEP service (whether it should be considered a production quality
system or not, etc.) is not a topic for this list.
But yes, any REEP discussion should probably take place on REFEDS.
No reason to restrict that to the eduGAIN community.
