This is why eduroam CAT specifically splits Android 4-7 and 8 and
beyond into those categories. If Google allowed the adjustment of OS
requirements on apps that are 'locked' because of API obsolescence, I
would guess that eduroam CAT would have been adjusted to be available
for Android 4-10, or more recently, 4-7 to be more clear.

While this all makes sense, please do not use Android < 8 unless
you really need it for a special purpose. An if so, please limit use to this
purpose.
Google no longer provides security updates for these AOSP codebase branches,
so you will be
vulnerable to the infamous Stagefright issue and the like.
We just had a ransomware infection on a terribly outdated Samsung device.
