The second is correct. The profile did install without an ethernet 
dongle connected and after a reboot on 2 distinct macbook air.

Once connected a dongle, even if it has never connected to a switch or 
router, the mac enters a state in which it is configurable by ordinary 
wifi/wired network profiles.
