I had reported about this very issue back in November. I am pretty sure this
is a bug in macOS.

The "Unexpected payload" is highly suspicious, of course.
I could not find anything like
dc f7 19 3e fc 6b
in a hexdump of the .mobileconfig, cf. attachment.
So I assume that somehow the wrong data is passed to the kernel function
which is supposed to read the profile.
I also played around a bit and removed the "Configure wired Interfaces" Option from one of our profiles, to no avail
only on devices that never seen an ethernet dongle connected.this is interesting, the user who sent the logs also reported this.
Does the ethernet adapter need to be present during profile install,
or is it OK to connect it some time before, then disconnect, then install the
profile?
Anyway, someone should clarify this with Apple; we will do as soon as we can
spare a little time.
