The order in which it is displayed is defined in the system (MAC OS) itself.

Typically such a message is used to pass some info to the user, so showing it after the credentials is fine, in this particular case the message is only about the form of credentials so indeed it is too late but there is nothing we can do about it.

It's still the case that the CAT installer warning to provide domain-qualified username appears

less helpful than presenting in reversed order.

eduroam SSID triggered prompt for username/password after updating to MacOS 10.14.4

removed and re-installed twice with same results:
1. installation warning re domain-qualified username occurs after prompt for credentials
2. entering correct qualified username and password (EAP-PEAP) claims to successfully install the profile, but 
3. attempting to connect to eduroam SSID triggers prompt for username and password.
