(Doesn't explain odd order of prompts in the CAT installer though.)

I just switched to our public Wifi, uninstalled the eduroam profile from my 10.14.4 laptop, and then went to cat.eduroam.org and downloaded the profile and installed it. It worked as expected. We’re also an EAP-PEAP shop.
The CAT installer cannot verify your credentials. I’d check your RADIUS server logs to see why it denied your logins.
