Hi,

 I missed one important element. This link does work but only if you are
authenticated as the IdP admin. If not, 404 is generated. We decided
that for closed profiles unauthenticated downloads should also be
closed, but I forgot about that detail. This restriction is reasonable
and I do not think that we would want to lift it, but perhaps we could
introduce a new category of semi-closed profiles.
