Are you merely trying to get yourself listed on https://cat.eduroam.org
? If so, you should read the manual at

https://wiki.geant.org/display/H2eduroam/A+guide+to+eduroam+CAT+for+institution+administrators

However, reading "implement" and "configure" - maybe you actually want
to deploy the source code on your own? We can certainly help with
configuration questions - but the overarching question would be "Why?".
If you could tell us a bit about the use case for this?
