Thanks for the reply. The user is running Norton 360 and Malware Bytes. He
disabled both and had the same results. I had him boot into 'Safe Mode with
Networking' and he was able to successfully run and install the CAT tool. As
per Tomasz I am asking him to run the exe from the command line with the
-debug=4 option so I'll see if we can generate that debug output.
