This is strange. 10.8 and 10.9 installers produce the same mobileconfig file.
Do I understand correctly that the error message appears when you connect to eduroam?
The only thing I can think of is that your server certificate settings make 10.9 unhappy.
Perhaps you should consult https://confluence.terena.org/display/H2eduroam/EAP+Server+Certificate+considerations

Is the IdP in question visible in CAT? If not, could you mail me the problematic profile?
