I have just commited code for the upcoming version 1.0.3 which will only
mark a profile as complete (and downloadable) if at least one root CA
was uploaded. This would help identify these issues early.

That is only a UI difference; devices with small screens get a more
minimalistic download web page. The files served are the same.
