Yes, as I said, the model happily passes packets in and out of ports
that are in the down state. I just checked and the same is true for
the Tofino2 model as well (remember, there the port is also marked
with RDY == NO in addition to being in oper DWN state).

So this option makes freertr work on both models, which is nice. The
only drawback is that we have to add that config option specifically
for the model. The workaround with the forwarder would avoid that.
