Ok, so it's not just me. That's good to know but it also means that
RARE doesn't work on the model prior to 9.8.0 :( It's probably
pointless to ask Intel for a fix, even if 9.7 is LTS. They should be
able to back-port it from 9.8, I guess...

BTW, the Tofino2 model doesn't work either. With that, the ports are
also always down but they also report "NO" in the RDY column :( This
is also present in 9.8 and 9.9.
