Given that federations have wildly differing numbers and types of
metadata feeds for their members (or the eduGAIN MDS) to consume that
method probably requires too much local knowledge about any given
federation.
E.g. they may support category A but their eduGAIN upstream feed does
not contain any services falling under cateory A. But another of their
feeds may have those entities.
Or they may not use categories within some of their feeds only others,
etc.

So I think that's going to be both fastest and easiest (i.e., going
via the eduGAIN Steering Group; if desired someone could hack up an
evento for all eduGAIN members to respond to).

Not sure why you'd need to gather the results of such a survey using
an API, though. IMO it would suffice if we know whom to work with to
improve the status quo.
