We are one of those (mesh) federations that provide tailored metadata to each institution, however we also provide a definite metadata file containing all Edugate members, this can be compared with our eduGAIN export. (which would give you a count of 25 out of 38 IdPs participating in eduGAIN).

What Tomasz said.

National federations are non of eduGAIN's business.  Also many
federations have multiple downstreams, some even provide one per
institution with tailored metadata. So there may not even be /the/
national federation you could count entities for.
