This would be both difficult to implement and possibly also misleading.
The only way of knowing the number of IdPs would be by analysing the
internal federation feed of each of the federations, therefore we would
need to keep track of these URLs, plus we would need to analyse then
more or less the same moment that we pull their eduGAIN feeds to keep
differences as small as possible. Also there may be many cases where
IdPs or SPs are not exported to eduGAIN for a good reason, publishing a
number like 100 out of 110 would give an impression that we are not
reaching a goal of 100%.
> b) opt-in / opt-out policy.
This could be one of the elements provided to us by federations. We
would need to define how we want to handle IdPs, SSPs and AAs - probably
publish three statements. But then again, also this can be misleading.
In a new federation like PIONIER.Id, the opt-in policy which we have in
place is in fact hardly distinguishable from an opt-out, since we
actively promote that every new IdP joins eduGAIN. Opt-out is really
only important for long-lived federations which find it difficult to
pass the opt-in process through all their existing members.
