Given you are mostly interested in IdPs,
https://wiki.edugain.org/isFederatedCheck/Federations/ might be what you
want. Compared to MET (https://met.refeds.org/) it also shows the number
of IdPs of some hub&spoke federations like the Croatian AAI@eduHr
Federation.
These numbers are automatically retrieved (daily) with custom scripts
from the respective federation pages. While this might not be 100%
accurate it still is more accurate than alternatives.

> b) opt-in / opt-out policy.

This probably should be split up in opt-in/opt-out for SPs and IdPs (the
latter more relevant for research communities like CLARIN)
As of now, I think the following full mesh federations have an IdP
opt-out policy:

* UKAMF (UK)
* SWAMID (SE)
* IDEM (IT)
* FER (FR)

>From next year on also InCommon (US)

Then there are the Hub&Spoke federations which in some cases might also
be counted as federations with opt-out policies.
