SAML metadata is specified as an XSD, not a DTD.

As for validating I recall attaching a hacked version of a couple of
schemas to some confluence wiki but seemingly not the page above...
I could always send the local files I'm using, if needed.
(Hacked to brute-force remove references to http URLs which cause some
validators to perform schema lookups at w3.org which are severely
rate-limited today, i.e. validation using the published schemata
doesn't work without some trickery).
