I am fairly sure that eduGAIN policy is silent on this question, so I'd
personally assume that yes, they can ask. Whether the other party is able or
willing to honour the request is a separate question; I certainly don't see
that they are compelled to do so.

I agree. eduGAIN is a collaboration, and I think as part of that we are all
prepared to make short-term tactical adjustments in the name of better
interoperability. We shouldn't let them build up too much, or things will get
unworkable. We need to be able to unwind temporary hacks into workable
long-term rules as we go along.
