We have certainly tried to make this clear to our members. It's possible
that, as you say, some may still not be aware of it. I suspect it is more
likely that most simply don't regard it as something they need to do anything
about until it turns out to be a problem *for them*.

Well, the behaviour of the UKf Central Discovery Service is intentional, not
due to lack of awareness by some of our members. I don't know that there's
much in our CDS UI that promotes the idea that things listed there are "part
of" the UK federation, either.
