That’s fine too. I think the main issue with the page as it stands is that
the determination of “candidate” status wasn’t necessarily made by the
federations themselves but by an eduGAIN management action. That’s not really
how I understand the word, so changing things so that people are “candidates”
if they say they are would be an improvement.

I’d be equally happy with the idea of just putting people who say they are
*going* to join directly into the “Joining eduGAIN” section even prior to
their signing the declaration.

As to Brook’s implied question about whether the status of existing
“candidates” as being pre-approved for membership, I can’t really speak
against grandfathering federations in in that way as the UKf benefited from
just that process in the past. I don’t think it matters, though, now that the
process *can* be very rapid now that the new constitution is in effect.
