I do not see a necessity to add the 'Other Known Federations' to the
eduGAIN status page. Better refer to the REFEDS pages for that instead
of doubling effort to keep the pages in sync.

As soon as a federation confirmed by e-mail (with no formal process
involved for that) that they are interested to be displayed as "eduGAIN
Candidate", they should be added there.
