Hi,

  the problem with authentication must be reported to your local IT 
team, as they are responsible for managing your network and 
authenticating servers.

The problem with downloads of the CAT installers should no longer exist. 
It was most likely caused by the fact that your Faculty has uploaded a 
PDF file as the logo, PDF is not a correct format for a graphics file. A 
few days ago a fix to CAT was introduced and it now can disregard such 
problems and still produce installers.
