I don't know the exact background of your question, but to begin with the last: "it depends". The things necessary to offer geteduroam eg. via CAT or hosted accounts, are managed by the operational team (OT). As well as some of the core services for eduroam like for RADIUS proxying, and next to CAT we have more hosted options for IdPs and SPs as well as a PKI. Funding comes from the GEANT project for most of this, and services are run by GEANT Project partners, like NRENs from various countries.

But geteduroam itself, ie. funding for Apps and development, is established as a commons conservancy programme. You can find more about it on https://commonsconservancy.org - there is a board specific for the geteduroam programme.

You may recognize other projects used and developed in our community, like SimpleSAMLphp, eduVPN, Filesender to name a few.

It's possible to contribute to the funding of geteduroam, by contributing/donating to the commons conservancy project.

I assumed the part of global eduroam governance (and the role of the governance committee (GeGC) were clear; they are described on the /about page in [1]).
