I think the main reason for the problem may be the instructions
you provide gfor Android uses on your support page
https://www.um.edu.mt/itservices/wifi/
If you got to cat.eduroam.org and select University of Malta and you are using an Android device then you should be shown the correct download profile, that would read either "Android 8 and higher" or "Android 4.3 to 7". When you click the download button you will be shown information that you should first download an app: "geteduroam" for the newer devices and "eduroamCAT" for older. The download button tells you exactly which one it is.
However this workflow is probably not what an average Android
user would choose. The user can install one of these applications
and then select University of Malta in this application and
proceed from there without even visiting the cat.eduroam.org site.
The app will pull the profile directly from CAT. Which app will be
used is really up to the user and it is unfortunate that
eduroamCAT cannot tell the user that it is no longer supported on
their device.
Your instructions never mention "geteduroam" they tell everyone to use geteduroam which will just not work on the most recent devices. You should change the instructions and point to "geteduroam" unless someone has something older than Android 8.
Cheers
Tomasz
If you go to cat.eduroam.org and select any device profile form your university then you will do a direct download and you can see that it goes fast.
I am not certain if this screenshot is from the old and unsupported eduroamCAT or the geteduroam. I would suspect that it is the first one. eduroamCAT is not supposed to be used on anything newer than Android 7. Could this be the reason? I see a lot of profile downloads related to this older version. For instance yesterday there were 491 while only 40 for geteduroam.
Of course your report that the installation does not work several times and then magically does work seems to be in contradiction with wht I suggest.
Anyway getting to know which app generates the error is
crucial.
Yours
Tomasz
Tomasz the problem seems to be happening just now . Here is a screenshot of what happens

HI Tomasz
Seems that the problem occurs mostly on Android devices through the CAT application. It does not seem to be related to the network connection. Some students were trying to download the profile even over the cellular network.

I looked at the access log of CAT targeting Universiy of Malta. I do not see such multiple access requests so perhaps this is some network problem?
I will try to monitor the situation tomorrow

Dear Tomasz
I still have to give you a reply on some matters discussed in this thread, but with the new scholastic year our support team noted another problem as quoted below:
[ It has been noted that once again users are getting the error "unable to download profile" or "download profile failed" when trying to setup their devices. This happens during peak time roughly 10.00 till 14.00 hrs.
Same thing happened last year.
Can we please see to what is causing this. At times it take 20 tries to manage to download the profile. ]
Are you aware of this problem, and can something be done about it? ( I would assume that this is a load issue or some race issue)

Dear Tomasz
On a test laptop, I have, it now works well, but our support section seems to still have some strange problems (probably not related to CAT), which I need to assess.

Are you quite sure you are running a newly downloaded installer?
The messages from University of Malta installer on the same Windows build, for me look like that:
Execute: C:\WINDOWS\sysnative\netsh wlan add profile C:\Users\twoln\AppData\LOCALP~1\Temp\wlan_prof-1.xml
netsh returned 1
Profile installation error for "eduroam® via partner"
This was an HS 2.0 only profile so we ignore the error

Will do next MondayHi Daniel,
the problem was caused by an old wireless card on the given machine. The profile "eduroam® via partner" was not being installed and this instead of being ignored was reported as an error. This was one of the fixes I have just pushed.
As to the credentials - yes they are being pushed to a temporary file which is deleted at the installer exit - unless an error appeared. The reason for this is that we need an additional program for pushing the credentials and that needs to be in a form of an XML file. If the installation fails we generate an installation script which could be run from the command window and for it to proceed we need input data. Since probably nobody ever used this script I could perhaps just throw this functionality away. Also I could be deleting the credentials file during DEBUG runs.
I guess making this change would make things more safe without doing any real harm to anyone.
Cheers

Here it is...Could it be some confusion because the registered trademark was included in the latest CAT?
Also, I have noticed that you are saving clear text passwords in user_cred.xml. I am somehow concerned about it and would like to hear your take on it.

Thanks Stefan. I will be able to test tomorrow morning. Will update youHi Daniel,
I have just downloaded the installer for University of Malta and the installation on Windows 10 run without a problem.
I would like to ask you to to run the installer in the cmd window adding -DEBUG=4
This will generate a CAT.log in for Documents directory. Could you please send me that file (no passwords will be stored there).

Dear Sirs,
Here at the University Of Malta, we are receiving various complaints about the new version of CAT. Various users are installing the application, and at Installation complete, it reports that "Network Installation had errors". We were able to reproduce such an issue and am attaching a screenshot., Some users also complained that they could not log in to eduroam, after reporting the network error, which we failed to reproduce.
Let me know what analysis you may need to sort the problem out.--
