The mystery has been solved.

If a profile called 'eduroam' already exists because it's been rolled out by
Windows Group Policy, then the CAT install will error out because it cannot
delete the profile and recreate it.

So... for error purposes, it may be worth investigating whether it's possible
to check if 'eduroam' exists because of a GPO deployment. If so, skip it or
error out with an appropriate message.
