The iPad likely has the "Request Desktop Website" feature turned on
which causes Safari on iOS to claim to be Safari on mac OS Catalina and
so it may be receiving the mac OS profile which won't work on iOS.
Temporarily disabling this feature should result in a successful profile
download.  You can access this feature in,

Settings → Safari → Request Desktop Website

(you have to scroll down the Safari options list quite a way to find
that setting).  Screenshots attached.

This is based on our Cloudpath instance here at Lboro but I strongly
suspect it's the same issue.
