Indeed, the eduroam consortium is exclusively based on the IEEE 802.1X
standard. For devices capable of Wi-Fi, this means support of
WPA-Enterprise is required.

CAT is a website which produces installer files. Those installer files
need to be consumed on the target device to finish setup.

So, there is a challenge of
a) getting the installer file to the printer
b) having a file format the printer understands and can act upon

For a), BLE or WiFi-Direct might work, but an auxiliary device such as
an Android or iOS app to initiate the transfer would certainly be
required. The (unlikely to be practical) alternative approach would be
to use an existing network connection on the printer and a built-in
browser stub to download the installer file directly.

For b) this is knowledge we don't have and we would need your help here.
Is there a provisioning file format for HP printers where one can
include Enterprise Wi-Fi details? Can you point us to a specification of
such?
