It's a certificate from DigiCert. This CA is pretty much ubiquitous.

I just downloaded the Augsburg installer on a Windows 10 VM. It executed
immediately without SmartScreen, and I'm attaching a screenshot of its
Digital Signatures property pane. The installer was created on 21
October and is since cached in the system.

Windows 10 is the OS where you have those screenshots with SmartScreen
and "Unbekannter Herausgeber". These screenshots don't match what's in
our installer.
