Yes, there was a minor terminology mixup in the original post.

This is Windows SmartScreen. That is a product independent of Windows
Defender.

In earlier versions of Windows, SmartScreen was a part of Internet
Explorer and only reared its not very smart head in Explorer.

More recent versions of Windows have SmartScreen as a component
independent of the browser used.

So, the OP could try using a different browser on that version of
Windows (looks like a 7) and that might work, but it doesn't do any good
on 8.1 or 10; so I would hardly consider this a solution.
