Of course users would need to be instructed to enter domain-qualified credentials for eduroam, and that can be enforced by Cisco ISE if and when users select the eduroam SSID on their device. Neither elegant nor my preferred approach (I am rooting for CAT installers) but seemingly a technically feasible option.
