Awesome.  That's a great resource.  I did verify that the 1.1.44 version on this link is EXACTLY the file you get from the Google Play Store.  Perfect!

stay updated, to the same version that exists on the Google Play
Store.*  How would I go about a formal'ish way of making this request.

Writing this mail is all the formality you need :-)

We'll change the apk to the 1.1.44 version as a hotfix to CAT 1.1 as
soon as time of the devops team permits.

Out of curiosity: how do you handle the fact that your users will have
to turn on "Allow installation from unknown sources"? I would imagine
you get some amount of user complaints for having to do that - it is a
complex configuration task in itself, and comes with somewhat
intentionally frightening UI messages.

We, in IT Support, are doing the initial setup of the eduroam CAT software.  To do this without the Google Play Store:
  1. Use the Samsung web browser called "Samsung Internet", browse to the URL for the APK file, for example:
    https://github.com/GEANT/CAT-Android/blob/master/bin_unsigned/eduroamCAT-1-1-44.apk
  2. The browser download, but then complain, before the install, that it doesn't have permission to "Install unknown apps".
  3. It also asks if you'd like to enable the permission.
  4. Once permission is enabled, the installation completes successfully.
  5. After the installation completes, go to the "App Info" for "Samsung "Internet" and disable the permission "Install unknown apps".
  6. Fin.
