Personally, I don't have a captive portal at my disposal, so can't
experience the lobotomy of the CNA browser.
A desk search with a search engine of my choice did bring up evidence
that the CNA browser indeed is/has become a problem for mobileconfig
file download.
I even found a Cisco document suggesting numerous workarounds, all ugly:
